English/Nat A shooting incident has caused panic in the East Timorese capital, Dili, forcing Australian and British troops and civilians to take cover. U-N troops reacted by setting up rigorous patrols of the area after shots were fired into the air on Thursday. It's still unclear who was behind the incident, but witnesses say up to six Indonesian soldiers were shooting outside the Denpar barracks in the city. In East Timor, shots were fired Thursday near the sports stadium in Dili where refugees are seeking protection from pro-Indonesia militias. The incident comes as international peacekeepers struggle to keep East Timor's devastated capital under control. Residents say the burst of gunfire came from Indonesian troops driving by in trucks. It was not clear if anyone was hit. One report said Australian troops arrested three suspects in the shooting, but that could not immediately be confirmed. SOUNDBITE: (English) "I don't know what happened. Maybe militia or T-N-I shoot, I don't know. My friend tells me that militia use, army uniform, yeah army uniform." SUPER CAPTION: Vox Pop The situation in Dili has become more violent as the refugees have poured back into the East Timorese capital. British Special Forces, who are part of the U-N peacekeeping force, rushed to a site near an Indonesian military barracks after a U-N vehicle was shot at. One man was taken into custody, but it's not clear if he was a suspect in the shooting. British troops searched the barracks and surrounding area, but the gunman appeared to have escaped. The Indonesian forces have been dismantling their barracks as they prepare to leave East Timor, and there are indications that the shot may have come from inside the compound. The leader of the international force in the territory was unable to elaborate on the morning's events. SOUNDBITE: (English) "There have been a number of incidents this morning which could loosely be described as engagements. I've yet to get the detail of one which was conducted only a few minutes ago, in fact only a little way down the road here. It looked to be that there was an arrest made but I'm unaware at this stage if it went further than that." SUPER CAPTION: Major General Peter Cosgrove, INTERFET leader Cosgrove explained the strategy the troops in his command are using when arresting suspects. SOUNDBITE: (English) "We are taking the line that when we arrest somebody with a weapon, no matter what is the further disposal of that person into civilian custody, we keep the weapon." SUPER CAPTION: Major General Peter Cosgrove, INTERFET leader International Forces in East Timor, or INTERFET, entered the province on Monday to quell the unrest which has spread there after the results of the August 30 vote on independence became known. Almost eighty per cent of East Timorese voters polled in favour of independence, angering pro-Jakarta factions in the island and leading to a campaign of violence by the groups in and around Dili. The extra troops, an increase of 400 from New Zealand's original contingent in the four-thousand-strong force, will be sent to Australia in mid-October for training and acclimatisation, before heading to East Timor later in the month. The battalion is expected to remain in East Timor for 18 months with the peacekeeping force, INTERFET, and its successor force. The decision means New Zealand's total force will comprise more than 800 Army and Air Force personnel, together with six Iroquois helicopters, 25 armoured personnel carriers, other support vehicles, a field surgical unit and a logistical support team. The commitment is expected to cost about 36 (M) million U-S dollars. SOUNDBITE: (English) "We understand that Dili appears to be reasonably secure at the moment there is still some security concerns but we are prepared to contribute towards that and push further forward. English/Nat Heavily-armed peacekeeping troops from Australia, New Zealand and Britain landed in East Timor at dawn on Monday, clearing the way for a U-N-approved force charged with restoring order and helping usher the Indonesian province toward independence. Supplies and personnel started streaming in at breakneck speed, to bring peace to a territory devastated by pro-Jakarta militias and their allies in the Indonesian army. Later on Monday morning, four truckloads of peacekeepers headed to the port area in the centre of Dili. Shortly after dawn on Monday morning, Australian troops began arriving in Dili - the first contingent of a U-N-approved peacekeeping force that aims to restore order to the embattled territory. About two-dozen Indonesian troops greeted the Australians, and the first minutes of the arrival appeared cordial. Soon afterwards, 30 elite British Special Forces soldiers flew in on two unscheduled Hercules military planes. Pallet after pallet was pulled out onto the runway, as camouflaged vehicles were driven down ramps from the backs of the Hercules cargo planes and soldiers quickly secured the perimeter of the small airfield. Squinting in the tropical sun, the troops wore helmets equipped with goggles to keep out the dust that constantly sweeps across the capital city. Some of the soldiers crouched down, their guns at the ready, as Indonesian air force and military officers stood by and watched. Others pushed into the tall grass and palm trees around the airfield, creating an ever-widening circle of control. Dili's airport is the lifeline for the peacekeeping force, which will require huge amounts of supplies and backup personnel. Later on Monday, some peacekeeping troops moved on to the port area where Indonesian troops were preparing to depart from Dili. The peacekeepers need to secure the docks to allow more troops and heavy equipment to enter East Timor. The port area is crowded with stranded, homeless, refugees seeking a way out of the troubled province. In all, sixteen flights are expected to ferry troops to East Timor before the end of the day. By Monday afternoon, 2,500 soldiers, helicopters and armoured personnel carriers should be on the ground in the East Timorese capital. Nine warships from Australia, Britain and New Zealand, are sailing toward East Timor with troops from more than a half-dozen nations. A small contingent of U-S Marines is providing logistical support in Australia. The announcement two weeks ago that 78.5 percent of East Timor's voters approved a break with Indonesia led to a murderous rampage by pro-Indonesia militias that drove more than 300-thousand people from their homes, and cost hundreds of lives. The foreign intervention is a major humiliation for Indonesia, whose army had fought for nearly 25 years to put down separatist rebels. President B-J Habibie's decision to invite the peacekeepers a week ago has led to a nationalist backlash in Indonesia, and has sent angry protesters into the streets. The commander of the multinational peacekeeping force, Australian Major General Peter Cosgrove, has warned the militias to expect a \"robust\" response if they tried to attack international troops. The mission could be long and dangerous, Australian Prime Minister John Howard warned in a televised speech to the nation. In turn, militia leaders have threatened to attack the peacekeepers. While Clinton's U.S. Army Chief of Staff Shinseki's ("Ski") minions TALKED about C-130 air-transportable strategic contingency forces since the bloated LAV-IIIs they bought based on prejudices, pork and pride can't fly combat loaded anywhere by Herks, the Royal Australian Air Force (RAAF) and Royal Australian Armored Corps (RAAC) and their superb light infantry were DOING crisis response with C-130s and M113 Gavins to save the day in East Timor. http://www.combatreform.com/m113combat.htm The 28% space/weight inefficiency of the wheeled truck had bitten the wheeled trucktards in-the-ass and a couple years later even the stripped down Stryker couldn't fly by C-130s to southern Afghanistan after the Rangers jumped in. The common sense EUCOM Commanding General Meigs offered to fly in his Immediate Ready Force-Medium's (IRF-M) weight/space efficient tracked M113 Gavins http://www.geocities.com/wheelsvstracks ...of course the wheeled truck racketeer Ski would have none of that! "I don't want anyone to see M113s rolling off the backs of C-130s" was his direct quote to a HQDA staffer. So much for selfless service to the nation! Army budget pork scams to Congress come first. So scratch any light tracked, mobile force being flown in rapidly and fanning out to block OBL's escape routes into Pakistan! Instead a showy fly-in of foot-slogger gyrenes was done to pretend like we were doing something when really the Northern Alliance with Russian-supplied light and medium tracked armor was doing the work of ousting the Taliban regime. But "Afghanistan isn't tank country!" the light foot sloggers may cry. Planet Earth and the laws of physics "didn't get their memo" on pet mission prejudices and LIGHT TANKS/APCs are mobile in CLOSED TERRAIN that is steep, rocky and vegetated. Since most of Afghanistan is OPEN TERRAIN in the valleys that is most definitely medium to heavy "tank country" as our NATO allies have learned: http://www.geocities.com/armorhistory We are without excuse. Our Australian allies have retaught us with our own M113s why General Gavin created the "Airborne Armored Multi-Purpose Vehicle Family" in the first place: to fly by C-130s! Duhh.
